For years, Dolores made the balloon arches we used at our annual tournament. We asked her for her tips:

 

When in doubt, use a size template:

Cut a square out of a piece of cardboard the size you want your balloons to be. Pass your balloons through the square. Just touching the sides means the balloons are all the same size.
Use "Hi-Float" to inflate your balloons. (available at party supply stores as are the balloons)
 

Making the most of a tight budget:
We have included some simple directions on adding balloons to your after-school classes' friendly competitions - balloons are an inexpensive way to jazz up the day of competition.

Balloon Clouds:
#11 latex balloons
50' (or so) of 30# test monofilament line

Inflate the balloons until they are approximately the same size each. (Get help if you are the manual inflater — we used a "Hi-Float" helium tank and one small tank lasted the entire year of events).

Tie the necks of balloons together (don't tie them individually) — work in clusters by twisting together two pair of balloons to make a four-balloon cluster.

Starting 1' from one of the ends of the line, twist a cluster of balloons around the line so the balloons hang suspended, twist a second cluster and so on down the "line". Keep the clusters random, it looks nicer. Tie to whatever is handy.

 
       
   

Balloon Strands:
Two colors of balloons are needed. Tie your 4-balloon clusters around your line and rotate the second color cluster, fitting into the spaces between the previous cluster. Form swags hung straight down from the ceiling or criss-crossed.
